A thin (up to an inch or so) sheet of slush/ice forms. Stuff falls from trees and plops into the slush making little dimples, digging into the slush slightly. It freezes. The plop points are thinner than the rest of the ice. It warms up melting and breaking up the ice via wave and wind action. Then these holes appear where the ice was thinner.
